Webview Mobile App (Ios & Android)

I need an IOS and Android App (for all device, smartphone and tablet-ipad-etc.) that contains a webview / web browser component that displays a specific website. Do not show the bar at the top of the URL and then open the site fullscreen. The site will be responsive and therefore will be shown correctly within the App. The most important thing is that: I need to be able to configure the setting variables of the app via a file config: site name, site URL, id and fields needed to handle push notifications (true / false) and the fields needed to manage notifications through OneSignal, toolbar footer (true / false) with back key and home site button, area dedicated to an advertising banner (service to choose) always in the footer (true or false) with id and fields necessary to set it, url splash logo + pixel logo width + specific App title for Splash screen (only if inserted) to be placed under the image + splash page background color, and the necessary icons for Android and Ios with manual publication or even via web url of the folder containing the images. In the Splash screen the logo and the writing will appear only if inserted in the vertical and horizontal center, and underneath always visible the writing "connection in progress ...", writing modifiable always from config. The splash page must check the web connection in progress (wifi or other ...) and if not present communicate a message, always modifiable by config, es. "Check web connection and try again". For any link on the site that externally goes to other sites (it does not contain in the url then the site set in the config) you should not be able to open, perhaps with a warning message "external url not allowed". It is very important to be able to automatically manage the creation of the App from the setting of the config file in order to directly create the files to load in the two Ios and Android stores, and create the necessary certificates (all) on Ios and Android for loading the App without problems and so no other configurations are necessary. To create files I do not have to install android studio or other for Ios to be able to edit the config and to be able to then create the files to be published but must provide a system that does not need Android studio or other, and then automatically creates the files to publish. A vs choice can be an online service (preferred) or a program to be installed locally.
