Hi, Iam well experiwnced and knowledgable in android mobile application development and web application development. I can implement this app for you. First of all appologise for going obpver your budget. But it is according to my evaluation of the project, because this is not simple android app. We will need complex and robust server side to support the functionality of this app. For example think about checking previous questions and there corespnding replys by moms. In this case we have to load those threads and there replys accordingly. And for the messages we will need push notigications.
