Hello, the information you have mentioned looks like you are trying to access shared mailbox. The key problem to this issue is if outlook is not able to acquire autodiscover xml info from exch server mailbox folders do not expand. it can be on-premises mailbox, cloud mailbox or the most common scenario is cross premises cloud and exch on-prem mailbox. if that is the scenario try to check the autodiscover query resolve. second thing but not common is outlook client updates.
