Produce interactive animation for our website

We have a website create in [login to view URL], WEBGL and it has a interactive page with purple lines, we want someone to add the circle spinning component to the website so it works with our website when the user performs actions. The animated component we need creating in this video - [login to view URL] Please have a look before you bid so you know you can create this.

The want the circle to spin/animate only when the user does a action/something on our website we have 5 actions in mind. Please see screenshot attached for initial spin actions. Also the other actions are when the user types to login in to the text field on login page, when they are typing the animation is spinning default spin. If the user clicks a purple line on purple line page on our website the animation is spinning. Also clicking inside our search box on our website is another action and typing is also a action as well. We want the animation to always be on the page even between loading pages when other elements disappear this animation should stay on page. We may also want different speeds of the spin part and maybe change some colors on animation but we can discuss that.

The animation can also go sleep/stop when nothing is done on website for a few minutes.
