Could you please help me with a web app development project by answering some presumably very basic questions?

Dear beautiful people! I am a musician and self-taught software developer who was concentrated mainly on Python before. There's an idea to create a smart note-taking app similar to WorkFlowy or Dynalist but with some wild custom features. I started with making a very basic logic on Python and then discovered the jungle of JavaScript :) Could you please help me by giving a 30-minute call via TeamViewer in which I will be asking a bunch of naïve questions? :) Those questions are likely to be connected to the app planning process, like which part should be on a server, which JS framework is better for this particular goal (currently I started to investigate Vue, but is it a good choice?), how scalable is one or another approach, and also it would be magnificent to start feeling the culture of coding well because I suspect that I code just like an excited puppy :) Probably I might want to have lots of those conversations in the future as I have dozens of ideas!)
