Automate the output of a csv file from two csv inputs

Two input csv files.
One desired output csv file.
The required actions are easily performed in Excel (add and delete columns, concatenate, match rows between two files etc.), but I would like to obtain a program that can be run from command prompt/shell to automate this process.
A script in any common language is ok: C, Perl, Python etc.
NOT looking for an Excel macro.
