I have deigned a similar women's safety related prototype for a electronics startup. The ring can be embedded with a mini microcontroller with bluetooth capability and also a cell. The buttons can be capacitive touch. This will trigger a Bluetooth signal to the phone. This would also require a Bluetooth app on the phone which will recieve the signal to identify the button and do a call trigger. I can design you the complete project as per your requirement.
