Hi, my name is George Bouris. I have 20+ years of experience developing hardware and software for the industrial sector. I totally understand what you're looking for. My proposal is for a custom design that will be, at software level, Arduino compatible. Since you, also, want to measure DC offset between earth and neutral, it will use optical galvanic isolation between the sensing part of the circuit and the uC. For higher precision (avoiding the optocupler's non linearity), the sensing circuit will modulate the width or the frequency of a pulse generator, with the measured voltage (DC or AC). The central unit will receive and decode the pulses from the sensing unit and decide on tripping the mains power. The testing part will operate the opposite way than the sensing part. It will receive a series of width modulated pulses, the width of which progressively increases, and integrate them to produce the testing voltage (0-60V will be sufficient, I guess). This is the general idea. We can discuss the details on the chat.
