If you agree with the requested features mentioned below for a project and simulation and know it's possible to achieve the goal within deadline (10~15 days, preferable less) and low budget, please let me know. I have a design of VANET application protocol, which has some messages definitions (using 802.11p WSM and IP/TCP in addition to LTE IP/TCP) and logic rules for RSU, vehicles and LTE eNode bases, including V2V and V2I communications. It is expected to use Omnet++ with Veins and Simulte frameworks, integrated with SUMO. Other open source (or free) platforms may be considered, if they are adequate and can perform the same work. There will be some information caching on vehicles/RSUs. It's required to have few different simulations scenarios (highway and city/grid) with few metrics analysis. A writing of a clear and concise academic paper (7~8 pages) about the protocol and its results is desired. Please, bid only if you are experienced and have knowledge to perform this task, provide your details and past experiences.
