Convert Current CMS into Responsive Design

We have a product called foliopic ([login to view URL]). It's a CMS which allows customers to create and manage their own site via a custom built CMS system in PHP/MySQL. We want to take it to the next level and have a number of improvements we are looking to freelance out to skilled, professional web developers and designers. The first step is to make the platform more responsive in design. We would like the CMS and the front-end template to be upgraded so that they can be easily used on mobile devices such as tablets and smartphones. This project is a code project in which we are looking for a freelancer who is willing to take on the existing HTML/CSS design and convert it into a responsive design suitable for most screen sizes. The code is built in PHP/MySQL (not Object Orientated) with very good use of PHP functions and CSS classes for the templating. The source code can be provided to the successful candidate along with a database structure. Work must be carried out on a test environment setup by the freelancer.
