Desktop Application design

Hello, I am wpf developer. I checked the images in the attached zip file. I don't understand language in the screenshots. Please answer the below questions in chat. Will you provide the text as I don't understand the language? I haven't used this tools. I can write code in WPF instead of using tools. Is there any benefit of using the tool? I can see the UI is quite simple. I am experienced WPF/WINFORM developer. Please check my profile for recent WPF work.
