I have 12+ years relevant architectural and interior design experience with numerous projects completed across Australia, I currently have 2 houses under construction in Shoalhaven with another on the way as well as one in Airlie Beach as well as a few in Melbourne. I am thus well versed in local regulations and zoning requirements. Time and cost wise you are looking at a fixed rate fee of between 450 and 500 Aus $ for council sets which takes about 5 to 7 days. Full working drawing sets depend largely on the amount of drawings and details required but on a full set that includes all electrical, plumbing, finishes, ceiling, lighting and cabinetry for a standard 3 bed, 2.5 bathrm you are looking at about 2 weeks at a rate of $1500Aus.
