ASP.Net Core SignalR Notification

Have built an end-to-end chat application in SignalR with mobile app as well. The task can be accomplished. But I require more details as to what notification is to be shown and how. Only then will I be able to provide an accurate quotation and timeline. More importantly, the ADMIN may not be online at the time of sending notification. What is the fallback method? Please clarify whether notification would be sent to all users or just admin ? I created a doctor patient chat system using SignalR in ASP.net. What i understood is a 2 page dummy example where from first page a notification is sent and on another page it is displayed ? Looking forward to have a chat with you to discuss further.
