Store credit card information using Stripe for WooCommerce - Repost - open to bidding

I have a site with woo commerce where we sell a rental product which the customer pays a deposit up front to hold their reservation. 30 days out from their event, we need to manually charge the balance from either our dashboard in WP or through our dashboard in Stripe payments. In addition, when the CC is captured, we need it to authorize the card and collect the card info but not capture until we can verify that the rental items will be available on the day they request.

I currently have the shopping cart setup with Woo deposits plugin to accept the deposit and WC stripe plugin for CC checkout. I am not stuck at this point.

What I require is:

1. Add the Stripe coding to allow the customer to be stored in the Stripe dashboard where I can manually go in and charge the customer balance when they are 30 days from their event In Stripe dashboard-> customers ->create payment.

2. Set the coding to authorize but not capture any payments, including their deposit, until we can verify the availability of a product. Once verified, we can create the payment (requirement 1.)
